Air-Conditioned Reception
Wherever you ship the caramels, ensure they're going to be in an air-conditioned area. Don't have the candy delivered to a point where the package will be left outside in the heat. Either have the recipient pick them up at the delivery depot, or have the caramels delivered to the recipient's office, for example, if you know the recipient won't be at home when the candy is delivered.
Cool Packs
Also spring for cool packs, which are ice-pack-like items that help keep a package cool. Many of these have short shelf lives, so you have to have the package delivered within a very short time (use express delivery if sending anything cooled by these packs because regular mail will take too long).
Even if you have cool packs, though, still arrange for that air-conditioned drop-off. Each of these tactics for keeping the caramels cool will work with the others to give the candy a better chance of surviving transit and delivery. Leaving the package outside in the heat will just make the cool packs fail more quickly.
Branch Ordering
Another option is to see if the company you're ordering the caramels from has a branch in the city where the recipient lives. Instead of delivering the candy itself, the store could contact the recipient and let him or her know that a gift is waiting for them at a location. That way, the candy stays cool, and the recipient doesn't have to worry about whether or not the caramel melted in transit since it has been sitting in the store all along. The recipient can also receive the candy at a time that is convenient for him or her.
